First, it uses intelligent technology to ensure the service quality. It provides real time garbage truck routing information and free APP notice. With the help of GPS locator in every waste collection truck, the population can check the truck status through the web site by computer and through the APP by the smart phone.

Moreover, the population can find the best place and time to dump their trash through the web and APP. The free APP notice can provide the free short message 10-15 minutes just before the truck arrival.

Then the service quality can be protected. It includes the abnormal service management and the waste collection timetable management. We define the irregular services as if there are no GPS messages returned in 3 days, no GPS coordination showed at trash recycle factory, burning factory, and parking lot, velocities exceeding the speed limit, and irregular traffic movement before the trash recycle factory. The timetable management has been done by judging the arrival accuracy of six more thousand collection points. It is retrieved from the 7.5 million monthly truck trajectory data. These indexes will move the city toward a comfortable city by the smart managing mechanism.

In addition, the waste collection route planning function can help the government inspect the routes by breaking the administrative jurisdiction across all 13 sub divisions to reduce more operating cost with the same service standard after changing to municipality in the future.
